This could be used like when you're in a game and you see a sign or something written in another language. You could open the Steam menu (Shift+Tab) and choose an option that lets you select a portion of the game screen, like the Windows "Snipping Tool" screenshot function, and it would automatically detect the language and translate it for you.

That would involve an AI system almost always idling in the background. Heavily resource intensive and benefits only a handful of individuals.

If the text on the sign isn't translated to the language you're playing the game in, it's probably not important. If you simply must know, you can take a screenshot and search for the image in Google later (which will allow you to translate it, assuming it's a language that Google knows).
