They have never given official word to that, and you are not a Valve employee so you cannot be certain of that.
Given that they did remove the functionality and have not returned it, it is certainly a safe assumption to not expect it back, but when you phrase it like that you speak with an undue level of roleplaying as a Valve employee.

that said... under the current "system".
you can drag all queued downloads, to the top and they will download one after the other, automatically.
but, each download dragged to the top, stops the previous download and starts the new one.
pretty sure they didnt, but would have been nice if valve explained this, when they pushed it out in their updates?
