This has been covered many times on the forums. The license the devs are selling is non transferrable. Meaning it is not allowed to be moved to a different account for any reason. Valve cannot force them nor would they ever try.
Which will cause prices to go up. I'd rather pay $5 for a game and keep it, than pay $20 for the same game and then trade it or resell it for a few dollars later.
Instead you encourage them to hacve high prices and keep them high so they dcan make as much money as possible before the trade ins start cannibalizing theyr revenue.
Consoles are foing the digital only route as well. Think about why that is.
Developers and publishers don't want you selling or trading their games.
Your "neat idea" would be the death of the platform.
