He means different friends have different access levels like in the government when you need a higher clearance level to get the key card.

No thanks I don't want Steam becoming more and more like Facebook. I like it as it is.

Nope, no thank you. You are either friends or you aren't. No picking and choosing or playing favorites. If you don't want to be friends with someone anymore, you have option to unfriend them.
