My friend was having the same problem this morning. He thought it was a Steam malfunction (that Steam might be undergoing some kind of maintenance), but it wasn't a Steam problem. He checked the Steam Status ( steamstat.us ) and saw that everything was normal... Right after that, he restarted his internet, and the problem kind of solved itself, but it's still buggy! I'm thinking it might be a problem with the local or global internet connection. I don't know, but it's a bad internet connection.
