Currently, it is wholly dependant on the language. This shouldn't be that way. There are at least 2 solutions that can be done. Adding different countries for international languages, like, English(UK) and English (US) at least, maybe some versions if Spanish too, or just add a setting to firmat the date, I really don't think it's that hard.
