The achievements in a game should not allowed to be tied to DLC for that game.
I like to collect achievements every now and then, and there's nothing that bugs me more than completing all of the achievements in a game, and then a DLC comes out and there are more to do, whether I want to own the DLC or not.

Agreed. DLC achievements should be separated from basegame achievements and only activate if you own the DLC in question.
