Do you think your imagined niche is willing to pay so much extra for physical media that it would be worthwhile to maintain an inventory, and staff to manage it? Because.... no, people won't pay extra. And the niche isn't near significant enough to justify the costs versus no inventory digital only.
The sales of physical media have declined dramatically over the last twenty years. And the difference between what you think and imagine, and the reality and measurable data are very different things I'm afraid.
And really ideas, especially those trying to reverse long established trends need a bit more than "I think...". No one is going to act on your guesses, especially when they already know better. And Valve definitely knows better., you're kidding yourself if you think otherwise.
I think you got so wrapped up in your whimsy you've created a solution that's looking for a problem. And trying to tack on more solutions for non-existent problems doesn't improve any part of your idea.
