Currently to toggle performance monitor with the controller you have to create a hotkey compination and bind that! I use the ctrl+alt+f13 as a workaround for games that use the Function keys but in reality the toggle should be exposed on the Systems category in the steam input!! You already expose the recording and marker settings.... Please Valve!!
