Though I guess the ubikey problem is a technical one.
You need to contact PayPal support.
Overall, using steam client is dumb, you should be doing everything in your browser. I only use client in mini mode for convenience, 'cuz launching games from bookmarks gets annoying, and the client has to run anyway.
steam uses CEF 126, you can find the version number by going to
C:\Program Files (x86)\Steam\bin\cef\cef.win7x64
left-click chrome_elf.dll and the version number will be on the bottom of the explorer window
for context Brave browser's chrome_elf.dll is 142

so I guess I just have to wait a few years until steam updates cef again..
The reason someone posted about backwards compability I can understand a bit.
