Cellphone data plans are not for downloading video games that are designed for PC.
My data plan for example may say unlimited, but once I use more that 60 gigabytes of data my provider will investigate how I have been using the data to ensure I'm not abusing the "unlimited" data.
EVERY phone service provider will have limits on the Unlimited data.
Because if your using 60+ gigs a month, then your not doing normal phone things.
If I don't connect to wifi over the month, I use maybe 10-15 gigs at most if I actively use my phone. And that is just from Internet browsing and playing online mobile games.
I would advise you to look closer at your contract.
Also, why are you downloading PC games to your phone?
Your phone cannot run them.
The games are designed to run on a computer, not your phone.
I was looking into some ways of installing the SteamClient on my phone, but all of it is third parties, some even require a seperate account to China, which is weird and alarming.
Java: impossible.
Symbian: probably impossible.
Sailfish: same as android, at least some methods.
Tizen or MeeGo or Maemo: same as linux mobile, mostly.
IOS: no idea, probably some andorid methods will work.
Android: built-it terminal (currently might require box86 or an arm version of steam), 3rd party termux, winlator, or just wine and box86, and any VM app, (probably including winboat).
Any reason why you don't just use your phone as modem?
Apps like Tetherme do violate the carriers terms of service, it's blocked on a firmware level for me anyways so I can't simply use a VPN to cover the data usage. On an older phone I would be able to get away with it.
Your PC will NOT use a different network than the one you connect it to. And even if there are multiple networks enabled, it's you who pick which one to use. Unless you have some very strange admin policies set, or you can't connect to a non-work network in the first place.
You do not need any app to create a hotspot or use tether on your phone (assuming you use android or ios or other linux based os, idk about others), it's a built-in functionality, and it is pretty much undetectable from the carrier's perspective.
