Being able to download games onto my phone
I just want to be able to use my cellular data instead of my hotspot data and transfer the files locally to my computer over WiFi or USB. My phone company limits my high speed.

Cellphone data plans are not for downloading video games that are designed for PC.

My data plan for example may say unlimited, but once I use more that 60 gigabytes of data my provider will investigate how I have been using the data to ensure I'm not abusing the "unlimited" data.

Not my problem, that's not in my contract, the files go to my phone and at that point I can do with them as I please. For a lot of people, this is a huge bottle neck.

Nor Valve's, contact your phone company to change how they allow Steam to connect.

My cell data is unlimited because I pay for that, I hit my limit on hotspot and can still use high speed on my phone, it's completely on Steams side.

You can already do that. You just have to either install PC version of steam on your phone, or use steamcmd via linux terminal (on linux and android, idk about IOS or other systems). Or you can use your phone as modem and do it on your PC with your mobile data.

EVERY phone service provider will have limits on the Unlimited data.
Because if your using 60+ gigs a month, then your not doing normal phone things.
If I don't connect to wifi over the month, I use maybe 10-15 gigs at most if I actively use my phone. And that is just from Internet browsing and playing online mobile games.

I would advise you to look closer at your contract.

Also, why are you downloading PC games to your phone?
Your phone cannot run them.
The games are designed to run on a computer, not your phone.

I am already over 100 gigs a month by streaming and browsing and I haven't even touched my hot spot this month. You're really quick to jump to their defense.

I was looking into some ways of installing the SteamClient on my phone, but all of it is third parties, some even require a seperate account to China, which is weird and alarming.

Linux mobile: self-explanatory.
Java: impossible.
Symbian: probably impossible.
Sailfish: same as android, at least some methods.
Tizen or MeeGo or Maemo: same as linux mobile, mostly.
IOS: no idea, probably some andorid methods will work.
Android: built-it terminal (currently might require box86 or an arm version of steam), 3rd party termux, winlator, or just wine and box86, and any VM app, (probably including winboat).

Any reason why you don't just use your phone as modem?

Apps like Tetherme do violate the carriers terms of service, it's blocked on a firmware level for me anyways so I can't simply use a VPN to cover the data usage. On an older phone I would be able to get away with it.

It does work, it's just slow and the only option in the area as it's rural.

then maybe if the area doesn't fit your needs it's time to look elsewhere. It's not Valve's job to cater to edge cases such as yours.

What? You seem to be confusing some things.

Your PC will NOT use a different network than the one you connect it to. And even if there are multiple networks enabled, it's you who pick which one to use. Unless you have some very strange admin policies set, or you can't connect to a non-work network in the first place.

You do not need any app to create a hotspot or use tether on your phone (assuming you use android or ios or other linux based os, idk about others), it's a built-in functionality, and it is pretty much undetectable from the carrier's perspective.
