Anti-Cheats have to detect an active cheat before it can ban someone.
Also the Anti-Cheat must have the code of said cheats to be able to detect it.
Also, if you look at the VAC discussion forum, you will see that VAC and other Anti-Cheats are working just fine.
Complain in the games own forum, or to the games developers directly. This steam related forum, is for steam users to make suggestions to valve, for changes to the Steam UI on the app, client, or website. Has nothing to do with games are any other suggestions.

It's easier to just send cheaters on a VACation.
