I doubt Steam will ever introduce something like Game Pass. It has actively made sales for devs on Xbox worse and it ultimately led to Xbox losing money in the very long run. Steam sales already save you a ton of money compared to game purchases on other platforms with events like the seasonal sales and Next Fests.
I think the last thing a Steam user needs is an even bigger backlog.
It's a valid thought though.

Valve hasn't been waiting on the Steam Machine to try and copy gamepass. They're just not interested.
And why are so many people convinced a prebuilt pc in a small form factor (which is hardly a new cpncept) with linux installed has a serious focus on attracting console gsmers?
Do people do this with every oem's gaming pc's? Like who's running this reality distortion field?
