Plus, it's a lot more work on Steams end to even try to integrate that kind of verification into their system. Maybe they are working on something that doesn't involve a credit card, but it may take a while before it's ready to launch. The credit card was just a quick and easy solution that could be implemented right away.
If I were you, though, I would get a credit card. It seems to be fast becoming the way to prove your over 18 for online purchases for a variety of other things.
Valve is very reluctant to add any sort of 3rd party functionality or services (outside of payment services) to steam, especially services that involve security, they won't even add authenticator-based 2fa
