An expensive infratricture for people who can't afford a hobby might not be the slam dunk idea you think it is.
Also being willing to spend Valve's money because you don't wanna spend your money is quaint and all, but I'm not sure Valve is on board.
Finally cloud gaming options exist and they make so much money Valve's avarice should drive them to do it? Or... maybe cloud gaming just isn't quite there. Either way Valve has a lot of experience and expertise to make an informed decision. So far doesn't seem like Valve is interested.

And say for Xbox, now even the basic core service can stream games. And so i don't even have to upgrade to the new Xbox to buy and play next gen games.
I think it's awesome
As for your initial idea:
It takes the size of Amazon, Microsoft or nVidia to provide cloud gaming in a manner that is serviceable to the masses.
Considering the subscription prices (and it still having queues) and how aggressive nVidia now forces ads on the free plans, it will never be financially viable or even financially feasible for Valve to provide a streaming platform.
Even Google wasn't able to run such a platform with acceptable profit and had to shut it down.
