Different versions of games for HDD and SSD
Games should be able to offer a HDD and smaller SSD version of the game if they want to which steam would then intelligently choose between, defaulting to whichever the steam hardware survey says is more common. There could be challenges with checksum handling but that's probably more for game devs to solve than Valve.

You expect Steam to manage catalog of disks - HDD and SSD and devs to make 2 game versions?

There is zero difference between the game install size when it comes to an hdd or sdd.

The only difference is whether the developer recommends an ssd for performance.

When deploying on SSDs this is just a waste of space and effort. PCs can have either. Nope. The game data install size is the exact same whether on an ssd or hdd.

For example Baldur's Gate 3 is 147.99 GB on an ssd and 147.99 GB on an hdd.

You can test that by using the move feature in storage to see nothing changes regarding the game data install size by moving a game from your hdd to your ssd.

The only difference between an ssd and hdd is that an ssd has no moving parts (flash memory) and an hdd has spinning platters and mechanical read/write heads.

That's the most hilarious fairytale i have ever heard. Yes, some games might have a HDD compatibility mode using more swap and RAM to compensate for the slow speed, but duplicating data in the hopes of having less angular distance to cover when reading from the platter? That's highly inefficient especially because most installers have no control in which sectors data to write is being written.

THe only difference might come down to the file chunk size. the drive is formatted to. YOu can get away with smaller chunk sizes on an ssd theoretically since you don't have to factor in the disc layout for optimal effeciency.

Then maybe ask Arrowhead for a fix. Not an issue Valve can fix for you. And yes, it's a totally stupid "workaround".

That is the only game I've ever heard of that uses optimisation "techniques" so bad and so idiotic.
