Turn what off? Steam? Steam is most certainly required to play any game on Steam. If you don't want Steam to launch with Steam games, you'll have to go to other services like GOG that allows you to download offline installers and do not need their client to run.

steam has to run in the background as bloatware, people will claim that you can play steam games without having steam on, but when you go to try it, it doesnt work
