2. Already possible. Separate appid for the DLC and then add achievements in it. Most devs don't bother implemented that, probably because they want money. I don't know what you mean by collections.
2) Seperate base game, dlc: Possible with seperate app id's but only if Valve extends it to other games. Currently only TF2 has it.
As for:
When people sing the praises of the trophy system on Playstation they always ignore games get abandoned on Playstation, therefore is it really superior system when it cannot incentivise others to continue playing a game.
And finally PC is an open platform. You can do the following to 100% a game with zero effort. Use SAM, load a friends completed game save, use Steam Console etc.
