Neutral review
Just a another option of a review type that isn't negative or positive, just more so in the middle.

I know Valve won't see this, I just think this is something that's needed.

It's an answer to a simple question. If you can't recommend it, then your answer is no. Use the text box to explain your reasonings for both pros and cons. This isn't rocket science.

You are asked a question. Would you recommend this game to other players. Recommend: to endorse or not. In the text box you explain why you reached that conclusion.

Recommended: Despite a few unintended bugs which the developer is fixing the game overall is a joy to play with interesting mechanics.

Not recommended: Initially having a slow start the game never actually got beyond that and i felt i was fighting the game mechanics rather than enjoying the game.

Neutral (not recommended): because you are not answering the question asked, you are shrugging your shoulders, in the same way if a friend asks you about that new restaurant, book, movie they are looking for an answer, not a shrug, a maybe.

Perhaps they should then first gather their thoughts and then make a decision on a yes or no on purchase and in the body leave a review as to why.

It's not. COnsider it a bit of quality ciontrol. If you can't either be honest about your opinion or make up your mind then you do not meet the minimum quality standard to review on STeam. Post it to Metacritic.

You can leave "informational" reviews as a curator, if that's something you want to do. Other sites use 5 or 10 star reviews. You could always use them, too. I usually prefer a 5 star system, but sometimes it's a pain to come up with a star rating. Sometimes I just want to use words to describe it without a reductive star rating. "It's a good game, but it's not for me" doesn't really translate into a 5 star system.

You're not going to change the hivemind unfortunately. Whether or not your intentions are good, and whether or not the recommendation system could be unfriendly to certain indie devs doesn't matter to these NPCs.

Not a matter of a Hivemind m8. Just that it's a simple job to see what the real problem is.
People who can't make up their minds, and people who don't want to honestly say the truth.
If the current system weeds those sorts out.. then that's only for the best.

If you can't say the game is worth your recommendation, then anything else you say is going to be equal to saying 'No this game is not worth your recommendation. The only way you can not know is if you haven't actually had any experience with the game. In which case what the hell you dong trying to write a review
