The former may never happen but the latter definitely needs to be addressed.
If you are talking about family shared game, then no you won't be able to leave a review. You can only leave a review if your account owns the game. So if you want to leave a review, you need to buy the game to your account.
Supposedly games given for free don't apply to the overall percentage rating, I'd be fine with that being the case for family shared games too. Or if my partner owns a game and doesn't review it, let my review count, but if there's a review from both of us, only the original owner counts. If someone disclaims they got the game for free, there's a little tag on the review 'game received for free', why not put a 'played on a family shared account' tag on my review?
Basically, I'd really love to be able to leave a positive review for a game I loved without having to buy a separate copy since I already played the game.
BUT as others have said, if this is impossible/will never happen: address the issue of the continuous prompting for a review that the app then refuses to post. This is absolutely a user experience bug and should be fixed. If I CANNOT leave a review on a game, STOP asking me to write one.
