But just in case it doesn't: I'm a developer and that's not true.
If someone figured out how to use a nonexistent API to grant achievements for a different appid, I'm sure a lot of developers would be thrilled to hear about it. Myself included.
I believe there's also a soundtrack that has an achievement defined on it, but I don't remember the name. Again, it's not possible to see that achievement through any official part of Steam; it only shows up on SteamDB.
There's not a tab in the DLC admin panel for stats or achievements. There's not an API function to tell ISteamUserStats to work in a different appid's achievement list.
The one thing that Steam does have even remotely related to the feature request people keep making (one which I am fully in support of) is TF2's achievement groups: https://psteamcommunity.yuanyoumao.com/stats/TF2/achievements/
And unfortunately, the reason I had to say "TF2's" there is that Valve has never made that system available to any third party game developer or even used it for any other game.
Good to know.
Achievements could be created on a DLC over a decade ago due to database glitches, but not on purpose and not now and there's never been a way to actually use achievements defined in that way.
