That's obnoxious.
It probably is set to go away after X time knowing Valve.
If so, it would be nice to add a button to hide the banner. Maybe with each launch, if not permanently after acknowledging it.

I won't lose my time to install, optimize, securize and all stuff, W10, to redo the same process in some months again if I have the new pc. That old potat will stay on 7, as it didn't like 10.

That's actually a good news, but how to create a skin? Or better, is a way to copy the default one/rename it to modfiy that file? Or even better, where is this "SteamRootDialog.layout" located, as maybe there's a way to mod it ^^
Edit: I've found the find location. I'm gonna try to copy it , and modfiy original one.
Once a user's seen it that should be enough - the countdown would drive me bonkers.
