I'm assuming it's just an issue with me being a Limited User, then? If so, then I find that very strange, though I'll be adding funds to my Steam Wallet soon enough in order to change that.

As I have spent money and purchased games from Steam earlier - but presented them to my girlfriend and hence don't own them - I concider it pretty annoying to have a limited account. I understand the attempt to keep out spammers and phishers, but believe that purchasing products from Steam should be sufficient proof to qualify me as proper customer and hence for an unlimited account. In my opinion, this situation is quite unsatisfying and I hope that it will be changed soon.
Thanks for your concern. (Steam support staff advised me to bring up my complaint here in the forum where action would be more likely)
