This is from the Steam Support ticket I opened up on August 27, 2012 (and still hasn't been answered):

I have been actively upvoting good content, downvoting bad or inappropriate content, and reporting submissions that violate the terms of service and user content policies on the Steam Workshop, specifically in the Team Fortress 2 section, a game I have played and enjoyed frequently since the creation of my account just this month. I have helped Valve remove over 9 items (if not more) from the Workshop, since I search through the submissions to find things to report on, since I highly encourage quality content.

When I got on the computer and opened the Workshop tonight, however, I tried voting on some new content in the Workshop. When attempting to do so, a pop-up dialogue box shows up and informs me that "Your account does not have the sufficient privileges to perform this action." I find this very confusing, since I have been able to use such "privileges" for the past few weeks, ever since I created my account. I'm aware that I'm a Limited User (I intend on changing that soon enough), but nowhere does it say that my ability to vote on Workshop submissions is to be limited. Even stranger, I can still apparently report content and view it, as well as favorite items I really like; however, I am not allowed to vote on it.

This is very frustrating, of course, but I'm hoping this is just a mishap or mix-up and can be fixed soon so that I can continue promoting quality content. I'm still relatively new to Steam and trying to get used to using it, but this seems to be a totally uncalled-for and unexpected issue. Has my privileges been revoked due to being TOO active? Or has some time limit or trial I was not aware of previously expired? I recognize that I'm unable to comment on the submissions and I assume this is due to my Limited User status, but for my ability to cast a vote on the content to suddenly disappear without any warning or explanation? That's very disconcerting.

I am looking forward to a response and I anticipate this issue can be solved quickly because so far, Steam and Valve has worked great for me and I've really enjoyed being a customer. I would rather not change that contentedness anytime soon. Additionally, I would prefer speaking to a real person as compared to an automated system in order to explain and address my issue, though I realize that this is probably difficult to get, since you're such a big and busy company. That said, I really don't care about who I talk to regarding this issue, just as long as I get this resolved as soon as possible. I love Steam and its Workshop and I'd hate to miss out on supporting the people and submissions on there just because of a conflict like this.

I'm assuming it's just an issue with me being a Limited User, then? If so, then I find that very strange, though I'll be adding funds to my Steam Wallet soon enough in order to change that.

My issue is similar. I got a similar (the same?) popup notice when trying to vote for a game on Steam Greenlight:

>>> "Your account does not have sufficient privileges to perform this action. To access all features of Steam, simply purchase a game from the Steam store, redeem a Gift on Steam, complete a microtransaction, or activate a retail game on Steam."

As I have spent money and purchased games from Steam earlier - but presented them to my girlfriend and hence don't own them - I concider it pretty annoying to have a limited account. I understand the attempt to keep out spammers and phishers, but believe that purchasing products from Steam should be sufficient proof to qualify me as proper customer and hence for an unlimited account. In my opinion, this situation is quite unsatisfying and I hope that it will be changed soon.

Thanks for your concern. (Steam support staff advised me to bring up my complaint here in the forum where action would be more likely)

I got this message too. I suspect, that now either steam or some publishers are abusing this function to prevent publishers that did something really-really bad, but fits into the formal rules, have their games negative-review-dropped into oblivion.
Like Fulcrum Publishing and Kings Bounty recently, for example.
