if the email account was deleted, have you tried recreating it?
Yes I have tried that. That was my first step before trying Activison as I've heard all the compalints about their support. Google doesn't recycle names so the name is taken and their support for gaining access to old, deleted accounts is practically non-existent.

log in with credentials of your linked Steam account. Why is this an issue?
You'll supposedly be able to change the email address once logged in.
I a while ago got "excited" seeing those Login-with-Steam things on a few third-party accounts as a way to bypass said third-party accounts being inaccessible -- but that's then pretty ♥♥♥♥♥♥♥ useless of EA / Activision again. Shall butt out...
I finally tried again by going here: https://support.activision.com/account-recovery
I filled out everything and submitted the report.
...I got a response from a Support agent via Email and after giving him some more information, fixed it almost immediately.
No idea why this was such an issue for the past couple years, but it seems their support is helpful now
