Turn off animated frames

Hi, does anyone know of a way to permanently turn off people’s animated avatar frames, while I’m browsing the Discussion forums?

I can only find tips for turning off my friends avatar frames in chat, not in the forums themselves.

Steam > Settings > Accessibility > turn on Reduced Motion

There's also a Windows setting...
