No refund for you OP.
BOTH have to be fulfilled to qualify for a refund.
Your achievement unlocks are from early April, so you owned the game at least 8-9 months.
You are FAR outside the refund time limits, your money has long gone to the game publisher.
Playtime is accumulative. And hour played before a refund, a year ago will still count for the current purchase.
Two hours of play time total.
Off-line and family share hours also count, but may not be added to the displayed time.
You get a warning when requesting a refund, if they feel you are abusing the system. If you never received such a warning, then you are likely out side the refund policy.
That's your laptop crashing, not the game. Your laptop likely isn't good enough to run that game.
Anyway, as others have said, you are way outside the refund window. No refund for you.
