most thinks its like traffic into steam not get though and back from them. your poroblem now is it my pc or ISP into steam, i will test with spare pc more a rough ruleout this is my pc and not stem and isp that has change something.
Do not have clock and country and system clock not in sync. we dont post this because its automatic on in our OS.
same goes with VPN ( get out at other location can lead to many jumps and out of sync with steam servers. )
and wifi that extend Latency ( games call ping ) use cable, you try reduce latency as mush as possible for faster and better lines with i'm online, something trigger this, and as user here we dont knwo with what.
most is in online mode and yet we do see steam user is not sometimes.
