Note this is a work around if you're unable gift games to someone due to price tag being greater than 10% in terms of currency differences. Example if Doom cost $20 in your country, and Doom cost ₹900 in your friend country, couldn't gift due to greater than 10%, work around is you gifting digital steam wallet funds directly via steam, which they get a pop up on their notification, and all they have to do is redeem your gifted funds, and buy the game.

Correct. The one that use external payment method get their restrictions removed becoming unlimited account. The receiver of the gift doesn't, they have to put money on their account using external payment methods.
