Now all emoticons have a minimum price of 15 tenge (my region is Kazakhstan). It's impossible.
Apd: When I try to buy a emoticon, there is an endless "search for a suitable item at a given price." Although this emoticon is commercially available, there are several copies.

15 tenge is 3 us-cent, which is the absolute minimum you can price an item, as it nets exactly 1 us-cent after shares for dev and valve.

No, that's not true. I constantly buy emoticons at a price of 2-3 tenge. My transaction history confirms this. Or has Steam abruptly introduced a minimum cost of 15 tenge starting today?

3 us cents is lowest item price for us region, my friend.

The Market is not region locked. It's one big marketplace for everyone. It has to do with the current exchange rate between your currency and USD. Since the bare minimum allowed to list an item is 3 cents, with current exchange rates that's 15 tenge. Google USD to Tenge and see how much it's changed over the last few months.
