1. Get Ubisoft Connect
2. Create a Ubisoft account and/or link your Ubisoft account to your Steam account
3. Ensure Ubisoft Connect is running
4. Start the game to perform game activation
If you have already LINKED the game to exist Ubisoft account, you must use the EXACT same Ubisoft account you have already created, and linked. So login to your Ubisoft account, and then you can play your steam copy of the game.
If you haven't linked this game to any Ubisoft account, login to your existing Ubisoft account you have, or create a new ubisoft account which is FREE if you never had an Ubisoft account.
Please note making multiple accounts for same store will only create headaches, and problems for yourself which why don't make more than one account for each service as helps make things far more easily, less likely mix things up, and prevent losing, or forgetting things which is the point.
