Steam hasn’t replied to my ticket.
It’s been more than 24 hrs since I’ve submitted a help ticket, to unlock my account, steam has not replied or done anything about it. Getting frustrated. It says in bright Blue font, you account is locked until Nov 28th. It’s now Dec 3rd.

Where does it say that?
Where did you see that you can unlocked your account with in 24 hours?
If that is an actual Steam message, your account would have unlocked on Nov 28th. These things are automated.

If that is shown in your info box, then it's not a Steam message, and your account isn't even locked... it's hijacked.

Blue text is not official communication from Steam or Support.
Any one can make text blue with mark up language
If this is on your profile, then someone who has control of your account put it there, usually as a way to scare you into trading away items to another hijacked account.
To clear up the confusion, it was a charge back lock out on my account for a month, from a card being charged back, it says in in the red notification area in the upper right “ you can dispute this” under the dispute it said in blue font your account will be restricted for 4 weeks ( Nov 28th )
in that case your payment method is banned until the charge back issue is resolved.

Can’t resolve it if they don’t reply to their tickets, been trying to resolve this for over 24 hours now

you just need to wait for a response from them, can take up to a week.

Note that it can take several business days for these kinds of things to be reversed on the back end. Your account will probably be restricted for the rest of the week as this data gets propogated

Assuming you reversed the charge back, then once it shows up on Steam's end and is validated then you'll be fine. Just know this process is slow

Also you don't really get to be all uppity about 'fix me now' if you literally waited 4 weeks to reverse a chargeback
