You ignore it. You don't exactly have to react to it as it disappears after a few seconds all by itself.

I turned off Norifications and Toast ones and still get that pop up

Nope.

Just turn off Steam overlay completely.
Steam > Settings > In Game > "Enable the Steam overlay while in-game"

Otherwise just ignore it.

Watchout for other service's that use steam overlay.

We are steam user only and list is long, ingame buy, we have seen games use it for achivements even, no friends msg doing gameplay. ( kill it all together, is not a solutions if you need other things running.

But yes turn off steam overlay will kill this, or do it on a game only in game properties.

Just beware that overlay was seen as have to run or achivement will not work, i remember a tomb raider in the past did this. ( also why turn it total off is a issue when you play games that require this.

I find it an annoyance but ah well its all ok
