this means steam.exe need on exceptions rules, even game own .exe and its config app .exe might need exceptions ruels, i have seen GTA remaster also need folder access.
its all thanks to ransome ware, and our security app raise the security for it.
OP actual proof ESO is working.
ps dont forget reset or reinstall OS also reset past allowed or settings from old way was allowe this has change over time, also why work in the past might need exceptions rules today.
proof is old app from 1 decad ago dont work today, and game devs might not exist anymore so they can not fix past many change in our security.
i can only post this, or you need to tell alot of tech info atht RG man talk about.
same goes with the famous IGPU or Main card issue that ppl might use by mistake.
