Many computers run Steam on Windows 10, according to the survey.
Have you restarted your computer? Because that is needed sometimes.
Certain internet services may be temporary out of order. This can cause issues as well. There's nothing the user can do about that, except wait until those services start functioning again.
If Steam isn't functioning properly when it should, there's sometimes a computer problem. If the user can't pinpoint the exact problem, reinstalling Windows or Steam may be necessary.
Windows or Steam can become unstable over time, depending on what the user does with it. Sometimes reinstalling Steam or Windows could help.
If so, the user may need to consult their system administrator about reinstalling Windows or Steam.
This could be a solution. I haven't tested yet.
There are other people using the same wifi that can login, so I do think it's something with my computer itself, and not the network.
