Can't use Steam at all, even after reinstall from scratch
I'm on Windows 10, and when I open Steam the login pop-up opens, but the QR code never loads, instead being blurred out with a spinning circle over it.

I put in my username and password, and when I click the "Sign-In" button, the "Sign-In" label turns into a spinning circle that keeps going forever without doing anything.

I've waited up to 30 minutes and the spinnign wheels over the QR code and the Sign In button never change.

I've uninstalled and reinstalled Steam completely (losing all of my saves), run Steam as Admin, with and without VPN, reset my Network settings, changed DNS servers, and flushed my DNS cache.

I don't know what else to try, but I don't want to just never play Steam games again.

Steam can run on Windows 10, otherwise we would be seeing more questions about this.
Many computers run Steam on Windows 10, according to the survey.

Have you restarted your computer? Because that is needed sometimes.

Yeah, I've restarted multiple times. I know it can work - I've run Steam on this computer before, but for the last month or so I can't get it to do anything when I try to login.
