no.

Valve has to set a reasonable limit somewhere because otherwise they would have to pay back the money out of their own pocket since they have to pay the game dev/publisher sonetime.

You can try a manual refund, but if they say no, it's final.

https://psteamhelp.yuanyoumao.com -> login -> scroll down -> enter the name of the game or DLC in question -> view receipt -> I have a question about this purchase

Write your inquiry thoroughly and in a formal and courteous way, explaining the issues you face, the request for a refund and to where you wish to refund (wallet or the payment method used).
It's a bit pointless; it should be counted from the date of first use, not the date of purchase.

Valve can't hold the funds indefinitely just in case you want a refund decade from purchase. After 14 days the money have been send to the developer and probably spend on keeping the company running.

If the 14 days after purchase is issue for you, only purchase games if you're going to play them immediately after purchase. Problem solved.

So because I have never opened my games that I bought 2 years ago, I should be able to refund them? I used that money, its no longer mine, there is no reason for me to get refunded anymore.
