Steam limiting download speeds while gaming
I have found similar posts about this, but none describe quite the problem that I'm having. Let me make this clear:

1. When no Steam game is running, I tend to get between 6-8 MB (NOT megabit) per second in download speed (seen through Steam's download manager) when downloading any game.
2. The second I press Play on a game, my download speed drops down to 1-2 MB per second. This does NOT happen while non-Steam games are running.
3. It doesn't matter if the game is online or offline, and neither does it matter how big the game is (performance load). It always does this.

Because of these points, I am mostly certain that it is Steam which is limiting my download speed; not some hardware/network limitation.

Does anybody know how to stop Steam from doing this? If not, can anybody give an educated explanation as to why Steam does this?

Steam use decompressing files + drives to write them in this will effect performance in DL work as intended, see windows resource manager for detail on 100% in usage.

+You playa game while you cpu is need also reduce output.

You also need to knwo windows lLimitations that try kepp you game lag free has a cost in performance.

ps.
rule is simple from a DL perspective, if you cant handle the incoming data fast enough its you that tell server to slow down, this work as intentded or you technicn can flooding yourself withdata you cant handle. ( nand no you cant tell network protocoll not to do this this is deafult network precedur.
