You'll have to wait and see. Publishers can decide for themselves what discounts they want to give their games during which sales.

Going to wait for winter sale. Most of the time the game on black friday tend to also be on sale during winter sale too, but not always. It has happened in the past on sales on steam though.

Whatever you would like to see such as 95% discount on a year old game or even 10% discount on a 10 years old game. As post #1 said, the devs/pubs set their price whenever they want.

All of them? No. Most will have the same discount.

Although I wouldn't expect any increases in discounts to be so significant that waiting 3-4 weeks will be worth it in most cases either.

No way to be sure about specific games until the winter sale.

Some games will have better discounts during winter sale
Some games will have same discounts during winter sale
Some games will have worse discounts during winter sale
Some games will have no discounts during winter sale
Majority of games participate in Winter and Summer sales
All of the above is decided by developers and publishers of the games on sale by sale basis.
