Steam Wallet Charged for Undelivered MSFS Marketplace Item – No VALID Refund Path
Hi all,
I’m posting here to raise awareness of a negative experience I’ve encountered with the Microsoft Flight Simulator 2020 in-game marketplace when using the Steam version of the game — and to hopefully prompt some corrective action from Steam or Valve.

🧩 What Happened:
- I attempted to purchase an aircraft via the MSFS in-game marketplace, using Steam Wallet funds.
- The transaction was processed and funds were deducted, but the item was not delivered.
- After the item was not delivered, I repurchased the same item to avoid missing the sale price. That second transaction succeeded and the item was delivered. I am now seeking a refund for the first, failed transaction only.
- I contacted Microsoft, who confirmed in writing that the item was not provisioned and that they are unable to refund the transaction.
- I submitted multiple tickets to Steam Support, including Microsoft’s confirmation. All were closed with the claim that the item was “consumed,” which is factually incorrect.
- Steam’s refund path includes an “Item Not Delivered” option, but it redirects users to the game provider, who in this case cannot issue refunds — creating a dead-end loop.

⚠️ Why This Matters:
This isn’t just about one failed transaction — it’s about a broken refund system for in-game marketplace purchases on Steam. When the platform processes the payment but refuses to refund undelivered goods, and the game provider can’t help either. Although I still have an OPEN ticket with Microsoft.

✅ What I’m Hoping For:
- That Steam/Valve acknowledge this refund gap and create a proper refund category for “Transaction Failed” or “Undelivered Digital Goods” that doesn’t rely on the game provider to resolve payment issues.
- That other users who’ve experienced similar issues share their stories here — it’s clear from Reddit, AVSIM, and other forums that this is not an isolated case. (According to Co-Pilot)

If anyone has successfully resolved a similar issue or knows of a better escalation path within Steam, I’d really appreciate your input.

activation of the item is done by the vendor. steam validated teh purchase

refer to msft for in game purchase issues

NOTHING was ACTIVATED. If you read what I put the Game Item - (Plane) was not provided. Hence why I was able to buy it on the next transaction. If it had been provisioned I would not of been able to buy it again.....also bullet 4 details my Microsoft contact and refund issue!

CUSTOMERS can't be left in the dead-zone when issues occur such as this as it's an abomination of service, and breaks UK law.

Under the UK Consumer Rights Act 2015, the retailer — in this case, Steam — is responsible for ensuring digital goods are delivered as described. Since Steam processed the payment and the item was not delivered, Steam is legally obligated to resolve the issue, regardless of who handles activation.
