Can't you trade the items to your main account, and then sell the items so that the money ends up on your main account, then buy games directly on your main for your main?

Steam does not like it if you buy games as a gift with wallet funds for other accounts.
Wallet funds are only supposed to be used for the account they are on.
Steam has been cracking down on this for a while now.
They will lift the restriction ONCE if you get it but if you trigger it again ( which by your description you have) its permanent.
So what rawWwRrr writes is the better solution. Trade the items to your main account and sell them there and then buy the games directly for that account, not as a gift.

LOL..and this is what alot of people do on purpose asking for help with their pc. They tend to "forget" crucial information in order for people to help them. Example: None of my games work! Solution: There using a old Windows OS. Next time OP, please provide all information otherwise you get the help that will assume you have no vac bans, and they won't be able to help you.

Sounds like it's time to decide on what the real "main" account is now.

Alternatively, buy the games for your second account and make sure they support family share and just share them with your main account.
