However this isn't about keys not being transfered, I repeat myself here, my key was stolen, steam confirms this by telling me the key I have has already been claimed, the steam support also confirms this that the key is already tied to a steam account.
I repeat myself again, the game was never lend out to anyone, not even my sister has seen the inside of this box, let alone have any interest whatsoever in gaming or pc's at all.
Plausible explanation is you already claimed them on an alt account. People forget about alt accounts all the time. And you're people.
Another possibility, they were already used when you bought the game. Maybe you need to take it up with the retailer who sold it to you. Nothing to do with Valve.
It's been decades, might be hard to prove any particular claim. And Valve may not need to do anything about it no matter how you feel.
No harm in trying, but this seems like a long shot. You might just be better off buying the titles on Steam, like it or not.
If you disagree, prove it. No one needs to accept your assumptions or guesses as fact.
Far too many possibilities and a minute fraction are actually valid.
I had a crate full of the exact package I was handing out like candy a couple decades ago. Not one had been used previously.
Highly unlikely, the box was released 2002 one year prior to steams launch in 2003. It was only later that they implemented the feature that if you owned this box, you could claim the games on steam.
I'm not particularly fond of the idea that the guy who stole my game gets off scott free, while i have to pay again..
I will be thoroughly disappointed if nothing comes of any of this honestly.. cause money is not something I have in spades, i can barely keep food on the table.. that got a bit personal, so I wont dig deeper there.

Yes I blocked out the cd keys for obvious reasons...
Steam didn't reject the key outright, instead steam says the key is claimed, the steam support confirmed it was claimed as well.
Knowing for a fact that this box has never not been in my posession from when i first broke the seal on the box, no one have been able to peek inside to snag the key
Well my account predates Half-Life 2, and the only games you could have on Steam that first year were Half-Life and it's expansions, and half-life based mods gone retail, like CS and DoD. I redeemed my box copies in 2003 when WON was shutting down and my box/games were from 1999.

Well without proof for your claims and assumptions you can be disappointed all you want if you're determined to be.
And if you're in poverty where 25 year old games regularly sold for a pittance is beyond your reach. We'll that's not Valve's problem either.
And your need to punish a possibly imagined villain is your own deal. Without proof... better suck it up and move on, sorry.
Memory is still a fickle thing. You might still have an alt account out there you forgot about. It happens not infrequently when people claim Valve stole all their games. People swear they only have one account, but digging a little deeper, oops, forgetting is more plausible than the theft you're entertaining.
