There is no way to revoke it or transfer it. You literally CANT resell Steam PC games.
Thats entirely on the store who sold you the used copy, they should have never done that in the first place because its not possible.
You need to get your money back from that store,it has nothing to do with Steam.
The store sold you an not usable item, its as simple as that.

LOL. Sounds like the guy who sold it to you scammed you in a way. Also, all games after 2010 now use cd codes in order to use on steam. NEVER Buy used pc games after that time. This is the whole reason the store HALF PRICE BOOKS stop selling used pc games, at least after that time. I got a game before that was used pc game from then, but the code was used. I returned it on a hour and told them about the issue. From that point on, they stop sellling used pc games due to this issue, which i think in the scheme of things was a good idea. What store did you buy the used pc game at? I want to see if there is one in my town. I have some choice words with that person if they have a store here.
