Steam downloads decrease randomly to zero by itself.
So I have this problem when, downloading games in Steam, download speed suddenly starts slowing down. This wasn't issue before I upgraded my PC system (mobo platform)(Nothing is bottlenecking in terms of performance and wasn't before, as far as I know) and switched to Win11 from Win10.

When I'm looking at Steam logs at content_log.txt it says following:

After this the log is full of those "(Invalid) HTTP response for depot 359551" messages and few reports of decreasing download speeds.

So it looks like Steam enables LANCache by itself, when I have set it off in the Steam settings. Or am I understanding that incorrectly?

What could be the issue here and how to solve it?

Steam downloads are compressed therefore you will see a variance in the download speed due to processing and moving data to the install folder from the download folder.

But that is not the problem. The problem is that the speed drops until it hits zero and I have to restart steam in orded to get it to download again, that is not normal behaviour. Before this problem it was downloading at full speed. Computer specs isn't most likely the problem here either (atleast in terms of performance, nothing bottlenecks here, not even close with these slowish internet speeds), because they are upgraded and this wasn't issue on worse performance specs.
