Complicating processes that require patience often will cause problems.

You can't double buy a game, like you're imagining because you can't have two licenses for the same game on a single account.

Playing the game while it's being refunded may make you ineligible for a refund. Play time doesn't stop being counted.

You might have to wait until the next sale. Although is the price difference between the bundle and just buying the DLC so much that waiting weeks is reasonable?

Note that unless you have done a lot of refunds in a short amount of time, most refunds take 24 hours. The 7 day refund thing generally is if steam sees you doing a lot of refunds and thinks the account is hijacked. Alternatively some payment methods take a long time. Another issue can be if your original payment method does not allow for refunds back, then steam has to refund to steam wallet. Because Steam Wallet can be used for in-game purchases they have to wait for the entire transaction to 100% fully validate before refudning it.

As long as the refund is approved, you should be able to proceed with the purchase of the other bundle without risking things. The approval is usually within a day or two, funds can take longer. You don't have to wait for the funds to return unless you're depending on those funds for the purchase. But once the refund is approved, the license(s) that were part of the refund are revoked making the re-purchase possible.

If you're afraid of missing the sale price, there is always a future sale. Winter Sale is just a few weeks away and the game will most likely be on sale then.

Don't rush. Let the process work itself out.
