If you get no luck there, check your themes and settings under personalization, hold your Windows key and press I, select personalization, then themes, you should see an option for desktop icons.
Ok for your first request, nothing other then default there.
and for windows personalization i have none.
I should mention its not all my games. just some.
If you don't want to delete it completely, move it to your desktop, once Steam has restarted you will see a new appcache folder, replace it with the one from your desktop, see if that resolves the issue with your missing icons.

It's quite a big post and some users are using Windows 10 so it might not work on your OS, I'm using Windows 11 and have never had this issue (so far).
Hopefully, there will be an option there that can fix it. The only other thing is deleting the icon database file, it's hidden on your hard-drive, but that's more specific to Explorer and probably won't have any effect on your Steam icons, which is why I've not mentioned it previously.
Wow, I didn't think that would work which is why I didn't mention it. Hopefully, it's now fixed?
There are tools available to reset or repair your registry, a quick Google search should list them, it's not something I'll mention here as it can sometimes have unforeseen consequences if you don't know what you're doing.
(these tools don't work because i removed the entire back end as well. Its the only way to stop windows from trying to repair the missing files) I'm more then aware consequences from these kind of edits are a thing. Just didn't expect this to be it. I still am not very convinced this is the issue though. The image files are missing from the steam folder all together as i stated before above. That and why would only some not work and others be fine. Not consistent with this kinda error caused by removing windows processes. None of my other programs show this behavior either.
Unfortunately, I've never had the issue myself so unless that thread link that I posted above can solve it, I'm not sure where else to look.
