Make sure you have plentty of free space, some games is past 150gb, so you need 4 times that as much space, this is know as has way more then needed.
We have seen SSD write behind cache, cause buffer issue , you still need to handle data cache nd unpacking it this is know as monica effect, and not all network like this, if you have wifi and VPN , you prolong jumps and latency, and if you lose network connection it will be seen as disconnected dl a fade out line at steams graph, i have seen this before,
You can switch steam DL server zone , sometiems such help if that steam server is overcrowded.
still your ISP problem with there partners partner into steam and back from them.

You can also test this in off peak hours, more a test with lesser people online, its not a 100% proof but could be seen as odd it work now then you do. ( still ISP that know better here. )

Same as repair network connetion, again no i dfont think it this, but we have seen odd network issue then you are a laptop user m and sometimes network get fixes, in this case i doubt.it.
Dont forget change steam DL zone, not the fist time, that work and thats a ISP issue into steam server. ( from overcrowded network or a ISP throttle network , i did not say this, its what we have read from past older steam user post.
