It's likely a scam. From what I can tell, almost no one ever gets reported for anything. That's why a lot of the bad stuff goes unpunished on Steam. Unless a real moderator notices something themselves, many things never get detected.

This is the wrong answer. It is 100% a scam. Putting things like "likely" or "almost never" just gives wiggle room for uninformed people to make a mistake and get their account phished. If you're uninformed yourself, you shouldn't be posting about this.

It's a scam. They use scaremongering tactics to try and convince you that something bad will happen to your account, it's all lies. Report and block.

Yes it's fake he told me to buy something cost like $20, and somebody just say that he accidentally reported my account.
