And the account was not hacked, you fell victim to phishing. Does not matter who used the account to break the rules. You were responsible for the security of the account and all actions on it.
The ban is permanent.
This is a game ban, not a VAC ban.
VAC bans are not visible to others after 5 years, game bans stay visible.
The 7 years, now only 5 years, only applies to VAC bans. You have a game ban that remains visible forever.
ps.
Dont get your hops up, who will not claim hijacked account, then bad things happend and in the end still your security about it, but hey sometimes even game devs might say fair enough.
If steam can see remote access to the account, problem here is can they see so many years back or ticket with it, and what do they want to do about it with game devs, as i said things is not that simple.
We have seen ppl on holiday before get help before, but still raise the security issue about it.

i think game devs have a issue ( even murder get free when jail time is done )
but a geme ban forever, for what some that say bad things in a chat maybe.
I cant be the only one that see a issue with it. ( if you want a cruel world fine let me cut every head on this planet for all tiny mistakes like grass is not allowed to be stapped on by mistake because someone has take the sign, dont say its not funny, then you can see the problem with cruel judgement.
Whatever this is the case with OP i and other do not know, ( but forever ) thats a problem in my book. ( but OP know very well, its steam support and game devs that need a education, not us here.
ps.
Dont forget i and others here have no idea what game devs have of proof on the case, and maybe OP/hijacker actual did something bad. ( still raise the issue forever ) see how few years ecnomic crimes get, then this is much harder judgment IMO with games. )
ps.
And dont forget 10 years later as game ban, is almost forever, newer and better graphic has been released most gamers has moved on. ( aient that cruel enough by itself. )
Even 5 to 7½ years later with todays gamers is almost near a i move on to newer games unless you play cult games or have a nostalgic moment from past fun times.
