Steam Notifications are getting stuck. Why? Help.

When I click my notification bell, I still get fresh, unread-looking notifications for threads and posts that I already marked as read. But they still show up, including unread chat messages, Community Notices, etc.

Is this a known, common issue, and is there a way to fix this?

They broke it when it was working just fine as the envelope icon WITH an accurate message count AND it was always in sync.

I hate that it tells me about brand new messages and friend requests that happened, except 3 weeks ago.

Well, any ways to fix this? Maybe the Steam Beta?

They broke it 3 years ago and they still haven't done a thing to fix it.
Our screaming/writing is falling on deaf ears/the round bin.
