Are you using proxy/VPN, or custom DNS?
Have you tried flushing your network on both PCs, and reboot modem & router?
Are you using any 3rd party app that may be messing with files, and permissions, or data traffic to network?
so few have a dual wifi band. that can feed max output to 2 pc's.
and you dont seem to know if there is or could be bad packets delivery in top of this.
Are you using proxy/VPN, or custom DNS? - No, I am not, it's just the built in DNS from Windows.
Have you tried flushing your network on both PCs, and reboot modem & router? - Yes, I did, multiple times.
Are you using any 3rd party app that may be messing with files, and permissions, or data traffic to network? - None that I am aware of, the only other running apps that are using internet other than windows itself would be Discord and Firefox, I have checked resource monitor just in case, but cannot find anything weird and neither of them are disconnecting.
I am on LAN and the other PC is on WiFi, I have tried multiple combination, both on LAN, both on WiFi, the other PC on LAN and mine on WiFi, even tried to setup some Guest WiFi network to see if it can isolate both PC from each other, but none of these worked.
I did the packet loss and pinging from CMD (for around 10 minutes) to multiple IP addresses just in case, but packet loss is shown as 0% and CMD result is the same.
I have tried multiple thing, I don't believe it's related to my internet specifically, because it's only affecting Steam client, as I have mentioned, even when the client keeps on disconnecting, the download on Steam keeps on going without issues and I can open Steam store and community just fine, only the client gets disconnected and reconnected when 2 pc with 2 different client with 2 different accounts are online at the same time, playing single player game is no issue, playing multi player games that is using Steam for their online function has been a nightmare.
1 router right ? ( same network/LAN ) same network ID and IP scope and routers, is not same thing as same network/lan. ( again most dont have advance setup ) can not be recommended because you also have several brak down point then it stop working. and most steam suer fo not do this.
Other then that what about bandwide just in case this matter and both DL and wanline bandwide is to small, this is rare but again we have no clue if this is k56 modem or 1gbit line.
not a month ago another steam usre use a k56 modem, i mean a win10+ browser with all that graphic can take the life out of your pc and connection with DL, i did not say it cant be done but most here agree so low bandwide will be aissue with all DL.

On both PC can open browser and go to what my IP address, and see what ipv4 and ipv6 display to you. Both devices should have different ipv6.
Did you clone one of to other by chance, or even copy and paste whole things from one to other for apps, registry or etc?
For router, and modem try experimenting.
Disable SIP ALG
Disable QoS
Disable Game Acceleration
Reboot router
Update firmware
If you're setting ports on router, or modem ensure those are not being the issue.
Many requests on the client as well as on browsers, are met with error codes as well atm.
So maybe it is just the steam service side of things being a bit overloaded on a fine December weekend like this.
Gotta love working your way to the weekend. Just to be met with service issues due to overload because everyone else is also attempting to relax after a long week.

For router, and modem try experimenting.
Disable SIP ALG - This option is enable and I have disabled it just now, we will see how it goes.
Disable QoS - QoS is not enabled.
Disable Game Acceleration - No such feature available.
Reboot router - Yes, router has been rebooted after disabling the SIP ALG
Update firmware - Firmware is already at the latest version.
I don't mean DNS from Microsoft, I meant I am just using the Windows built in DNS feature, the DNS servers is from other providers, I have tried to change to multiple options (Google, Cloudflare, NextDNS, etc), none of which solved my issues.

My ISP is definitely using CGNAT, but I have never had issue as specific as this before, I guess I could try running a VPN and see how it goes. Thanks!
